Overview

The 6th Independent Review Report (2025) provides an assessment of road infrastructure programmes implemented under the Ministry of Local Government, focusing on transparency, accountability, and project performance. The review examined 62 road infrastructure projects across four programmes PRELNOR, LEGS, MATIP II, and RUDSEC with detailed analyses conducted on selected projects in five districts.

The report highlights improvements in proactive disclosure while identifying challenges in reactive disclosure, procurement delays, financial constraints, and project implementation. It also emphasizes the role of the CoST Infrastructure Data Standard in strengthening transparency and supporting evidence-based reforms, while recommending enhanced disclosure practices, stakeholder engagement, and integration of CoST standards into the Government Procurement Portal and Electronic Government Procurement (e-GP) system to improve infrastructure governance in Uganda.
