The multi-stakeholder approach brings together government, the private sector and civil society to pursue a common goal. This is achieved with the establishment of a Multi-Stakeholder Group (MSG) comprising representatives of each stakeholder. The MSG is responsible for providing leadership and setting policy and standards for the CoST programme. The National Secretariat hosted at Africa Freedom of Information Centre works closely with the MSG and is responsible for the day-to-day management of the CoST programme. Here in Uganda the MSG is composed of nine members three from Government, three from civil society and three from private sector and the Secretariat has three staff.

Hon. Nathan Byanyima
Nathan is the current Chairperson CoST Uganda MSG. He is the former Member of Parliament for Bukanga County, Isingiro district and the Director Uganda Bus Operators. Enock is the Director Research at Action Coalition on Climate Change (ACCC), Kampala. He is also the Current Alternate Chair Civil Society Coalition on Oil and Gas (CSCO). Samuel Mutabazi Stewart

Gilbert is currently the head of secretariat at Africa Freedom of Information Centre (AFIC) in Uganda. In the past he has worked for the ILO as a country programme coordinator among other activities. AFIC was founded following a declaration agreed to in 2006 by 30 civil society representatives from 16 African countries. Gilbert represents the Civil Society and brings experience and expertise in promoting the right of access to information through comparative research, regional advocacy and capacity building. Erick is the Assistant Director Ethics and Integrity, Office of the President. Bakalikwira Jonah Jackson
Jackson is the Assistant Commissioner Office of the Prime Minister(OPM). He sits on the CoST MSG as a Member representing the Government. OPM as leader of Government business in parliament and as the agency mandated to monitor service delivery, the construction sector inclusive, CoST Uganda takes great advantage of this opportunity to engage the OPM directly through the MSG on the delivery of the public construction sector across the country. With OPM on the MSG, we have a direct response on concerns raised by the citizens.

Olive is the CoST Programme Officer.
She is a Public Policy Analyst, Gender Activist and Community Development Expert. She has previously worked with the Civil Society for seven years and joined CoST family in November 2016; she comes with experience and expertise in advocacy, engagement, documentation and policy analysis in a multi-dimensional approach. Olive is in charge of coordinating CoST Uganda national programme, the MSG and reporting on the progress of the national programme to the MSG and CoST International in collaboration with AFIC, the host organization.
