To embark one of our CoST approach features– Disclosure (data publication on infrastructure projects), We are set to hold our use-case workshop in partnership of the Africa Freedom of Information Centre and the Public Procurement and Disposal of Public Assets Authority (PPDA) on the 13th November 2025. The event will be held at the PPDA offices in Kampala in attendance of different stakeholders from government-private sector- and civil society which as well aligns with another of our feature (multi stake holder working). The workshop will focus on reviewing a Mapping report on Government Procurement Portal (GPP) with the new CoST Infrastructure Data Standard (OC4IDS).
CoST Uganda and Data publication Initiative
CoST Uganda, a chapter of CoST International – the Infrastructure Transparency Initiative. CoST is a global initiative based in London, UK, promoting transparency, accountability, and stakeholder engagement in public infrastructure. In Uganda, the programme is championed by the Ministry of Works and Transport and implemented by the Africa Freedom of Information Centre (AFIC).
Recently, CoST International introduced new sustainability and climate finance modules under Open contracting for infrastructure data standards (OC4IDS): (Economic & finance module, Institutional module, environmental safeguards & climate resilience, climate finance and social impact module) to improve the publication and analysis of infrastructure data. Some of these modules were successfully piloted in Uganda (KCCA) and Mexico (Jalisco), the initiative plans to scale up by updating the Government Procurement Portal (GPP) with new data points and accommodate missing data points on project maintenance, operational and decommissioning. During the use case workshop event, we shall Discuss the draft GPP mapping report, Introduce the new CoST data points for enhanced stakeholder understanding, Identify and prioritize data points to integrate into the GPP upgrades and Orient stakeholders on applying the CoST standard within Uganda’s procurement data systems.
Expected Outcomes
- 80% Improved knowledge of the CoST standard and its relevance in increasing transparency.
- Documented evidence on mapping exercise to be integrated in the project process
- Increase in the adoption for the new CoST Data standard for the four data modules.
Participants and Format
The one-day workshop will bring together participants both private sectors, CSO, and government. These include representatives from PPDA, MoFPED, MoWT, MoES, MoLG, NEMA, UEDCL, MWE, MoH, UCAA, KCCA UNABSEC, AFIC, and CoST Uganda. The CoST International Secretariat will also be among presenters.
The workshop will feature presentations on the sustainability modules, group discussions on the draft mapping results & prioritization, mentorship sessions, and a use-case demonstration on system integration and a panel discussion.
