Capacity Building Training for Public Officials on Data Collection to Inform Infrastructure Project Selection and Appraisal

CoST Uganda, in collaboration with the Kampala Capital City Authority (KCCA), and AFIC, is set to conduct a half-day capacity building training on Wednesday, 5 th June 2025 at Fairway Hotel Kampala. The training aims to strengthen the capacity of public officials in data collection, analysis, and application to improve the selection and appraisal of public infrastructure projects.

This training follows the successful pilot of the Responsible Infrastructure Project, where CoST Uganda modeled 32 data points of the Open Contracting for Infrastructure Data Standard (OC4IDS) to assess the availability and quality of information that supports infrastructure planning, infrastructure standards and decision-making. Insights from the pilot, informed community baraza engagements and highlighted critical gaps in structured data collection and
analysis.

Therefore, the upcoming training will introduce public officials to new sustainability and climate finance modules under the OC4IDS framework, with a focus on integrating climate finance investments into infrastructure planning. It will feature presentations, group discussions, and interactive sessions designed to deepen understanding of data relevance, improve evidence-based project appraisal, and enhance transparency across infrastructure delivery processes.

The event will be opened by the Executive Director of Africa Freedom of Information Centre and closed by the Executive Director of KCCA. This activity is part of CoST Uganda’s ongoing efforts to improve Transparency, Accountability, and alignment of infrastructure investments with community needs.
