Last week Jolly Violet, represented CoST Uganda at a media breakfast meeting convened by Kampala Capital city Authority-KCCA to provide updates on the progress of the Kampala City Roads Rehabilitation Project (KCRRP).

The KCRRP valued at $275 million dollars is funded by African Development Bank and ADF, was declared to have reached 78% overall physical progress, with financial progress (including advance payments) at 71%.

The engagement, held on Thursday, 16th April 2026, at KCCA offices brought together key stakeholders in what KCCA termed a “baraza” – a platform for dialogue, accountability, and public engagement.

The Deputy Executive Director, Benon Kigenyi, emphasized KCCA’s transformation of Kampala’s road network, noting a shift from a “pothole city” to one with significantly improved infrastructure. He highlighted that the KCRRP is being implemented across five project lots, opening up and upgrading several key roads across the city.

CoST Uganda Raises Key Infrastructure Concerns

Speaking at the meeting, Jolly Violet appreciated KCCA’s continued partnership in infrastructure development. She, however, raised key concerns regarding road maintenance on completed and ongoing KCRRP roads especially,

  • need for maintenance repairs along Ggaba road, 
  • the need for trees replacement along port-bell road and 
  • need to improve infrastructure data publications, in line with recommendations from CoST Uganda reports 

while presenting the KCRRP progress report, the project lead engineer Jacob Byamukama presented responded KCCA has procured equipment’s for road maintenance including pickups, tippers, street lighting trucks, which will support on Kampala’s Road maintenance issues raised. He also shared their plan to plant ten thousand trees on roads and to establish a maintenance team to support maintenance and monitoring for the roads.

Progress of roads Under KCRRP

  • Lot 1 (Kabega Road Nsambya, Wamala Road-Lubaga, Kayemba Rd–Queens Way): Near completion (almost 100%), with revised completion date in August 2026 
  • Lot 2 (Port Bell rd, Spring Rd, MUBS Road): Expected completion by 15th August 2026 
  • Lot 3 (Industrial Area rds – 5th, 6th, 7th Street; Namuwongo Suna 1 & 2): Set for completion by 20th June 2026 
  • Lot 4 (Salaama Road, Kyebando Road, Queens Way expansion): Expected completion by 21st December 2026 
  • Lot 5 (Sentema 1&2, Mugema–Kosovo, Masiiro Rd): To complete by 17th August 2026

Additionally, KCCA confirmed that Mpererwe area is set to benefit at last from the project as KCCA signed a contract with contractor for Kitezi Kiti roads. Other roads -old kira road, bukuto kisasi road to also be upgraded by KCCA. 

Despite KCRRP road benefits of, reduced congestion and great lighting, Director-Benon Kigenyi, KCCA shared Issues encountered including limitations in obtaining land for expansion, relocation utilities as extension lines have no where to pass hence increasing cost of roads, road project delays, and poor disbursements. They are developing policy on ordinance for cables to be positioned in underground during construction and will localize infrastructure in all areas

Minister of Kampala Capital City and Metropolitan affairs -Minsa Kabanda acknowledged steady progress on KCRRP roads by KCCA and re-affirmed government commitment to transparency and accountability. She called on all stakeholders to play their role in safeguarding infrastructure and popularize infrastructure information on various publication platforms.
